Step-by-Step Methods:

1. Open your Picture in "ADOBE PHOTOSHOP".
2. Right, Click on Rectangular Marquee Tool from Left Side Tool Panel then Click on "ELLIPTICAL MARQUEE TOOL".
3. Now use Left Mouse Click to "DRAW CIRCLE" over the face.
4. For multi-selection, Press and Hold the "SHIFT" key from the keyboard and draw another circle.
   (You can select many areas by holding the shift key and make a selection by drawing)
5. Go to "FILTER>>BLUR>>BOX BLUR" by Top Menu Bar.
6. Box Blur small window will be open, increase or decrease "RADIUS PIXELS" by yourself.
7. Finally, Hit the "OK" button and you can use "CTRL + S" to save changes.
